Everything you pay whether or not a job is running: rent/shop, truck payments and insurance, phone, software, marketing, office help, licenses, your own base salary. Job-specific costs (materials, job labor, permits for that job) are direct costs, not overhead.
Because only billable hours produce invoices. If your crew works 160 hours but you can only bill 120, those 120 hours have to carry the whole overhead load. Dividing by hours you can't bill understates the rate and quietly eats your margin.
