Because both are promises about the money you collect. If overhead is 15% of revenue and profit is 20% of revenue, then direct costs can only be 65% of the price — so the price is direct cost ÷ 0.65. Adding percentages to cost instead always under-recovers.
Then you know what the market rate would actually pay you — before you take the job. Sometimes the answer is a sharper estimate or cheaper supply, sometimes it's walking away from work that loses money. The number gives you the choice.
